Basic Members can only bid on one vehicle at a time, with a limit of $2,000 Buying Power. If the price of the vehicle that you're bidding on goes above $2,000, you will only be able to bid higher if you've put down a deposit of 10% of the maximum bid you would like to make. This means that for a $4,500 bid, you would have to make a deposit of $450. And unfortunately, this could happen each time you want to raise your Buying Power.
With Premier Membership, you'll have access to additional Buying Power, which means that you can increase your bids without having to add cash to the initial premier deposit.

This means you get more leverage, with the ability to bid well over what your limit would be as a Basic Member

With Premier Membership, you can continue to bid on other vehicles after winning one. This also doesn't require an additional deposit beyond the one-time fully refundable deposit for Premier.
You can bid on as many vehicles as your license and/or state allow. A Basic Member would have to make additional deposits to do this.
